Resolution on the verdict of 18th parliamentary election

Mass Line is heartily appreciating the glorious role played by the people of India in defeating the sinister designof Hindutva fascist RSS-BJP forces to transform our country into an intolerant theocratic Hindutva Rashtra by subverting core values of the constitution of India and Ideas of India.
This heroic struggle of the  electorates of India is specially noteworthy because of the  struggle was conducted in a most uneven playing field. Modi regime had utilized each and every weapon under its control  - fullest utilization of governmental power, rampant misuse of central agencies  - ED, CBI and Income tax departments, Godi media tirelessly campaigning day in and day out for popularizing "Modi ki guarantee" and propagating Modi's attack on opposition parties and religious minorities particularly Muslim with aim for communal polarization. Election Commission, though it is a constitutional body, failed miserably to fulfill its minimum duties to resist Prime Minister Modi from rabid communal hate campaign. Totally disregarding "scientific temper " standpoint of the Indian constitution, Modi had tried his level best to utilize backward and prejudices mentality among people to attain "400 par."
Not only that, to achieve victory in the election, Modi-Shah had tried relentlessly to disrupt and weaken opposition parties- split in the opposition parties, arrest of Chief Ministers, freezing the banks accounts and also by other means.
But Indian voters, overcoming all these adverse currents, very wisely gave preference to experiences of their own  lives in the last ten years of Modi regime, their day to day problems - sky high prices of essential commodities, unemployment, not getting remunerative prices of agricultural products, relentless attacks on civil liberties and democratic rights of the people and wide campaign for changing constitution .
As a result of steadfast position of the large section of the India voters by exercising their voting rights, gave BJP a fitting reply.
As a result, tall claims of BJP - "bar char so par" turned into a empty slogan.  Not only that, BJP failed to maintain its previous tally of 303, even not in a position to form government with its own  strength. Exact situation is that for forming a coalition government, BJP has to take the help from smallest party and individuals. But total strength of NDA is only 292, which is very far from two- third majority, which is essential for pass a bill like "One country, one election" or "uniform civil code".
This concrete situation is disadvantageous for RSS-BJP in their drive for fascist hindutva rashtra and advantageous for the people, for their struggles for life and livelihoods, for maintaining the core values of the Indian constitution and Idea of India.
Creator of this relatively favorable situation is people  and only people. Before them only formidable alternative was INDIA BLOC and they had taken that option to express their total opposition to RSS-BJP.
Here if we take the example of Tamilnadu's emphatic and total victory in the election due to overall unity of all the anti-BJP forces.  Uttar Pradesh, which was a laboratory for RSS-BJP and a strong center for achieving "char sau par", BJP faced serious debacle in the election. In 2019, BJP seat tally was 62. In this election, they lost 29 seats and lost 9 per cent percent of  votes. Anger, distrust and frustration of the people of Uttar Pradesh towards RSS-BJP is easily noticeable by their defeat in Faizabad parliamentary constituency, where destruction of Babri Masjid and construction of Ram Mandir and Pran Pratishtha by Modi himselftook place. Similarly in Varanasi constituency the margin of Modi's victory came down from 5 lakhs to 1.5 lakhs .
Basic reason for such a  victory was mobilization of every section of the people that can be mobilized particularly Pichda (backwards), Dalit and Alpasankhyak ( minorities) popularly known as PDA.
Similarly in Punjab and Haryana, the verdict of the parliamentary election is in a specific way culmination of historic peasant movement against pro-corporate and anti-peasant, anti-people policies and also against barbaric state repression by central and Haryana governments. This extraordinary situation gave birth to the slogan in every village of Punjab and Hariyana  - "No entry to BJP" and "Boycott BJP".
Anger of peasantry is not limited to only Punjab and Haryana. It is an all India phenomena, though unevenly . BJP lost 2.2 percent of vote shares in the  rural areas of India.
Another area of attention is  North-East region. Overall results of this area completely refute the "notion" that "North East is centrally inclined". Manipur voters, both Meitei and Kuki, gave their strong rebuff to the Modi regime and it's very  policies. In Mizoram, the conflict is seriously felt. As Mizo tribe is part of Kuki ethnicity, so they had taken  big responsibility for the Kuki people, who were forced to leave their hhouses and  to reach Mijoram. Due to this development,  in Mizoram constituency BJP forfeited deposit. An significant development happened in Dhubri parliamentary seat in Assam. On the one hand, defeat of Badruddin Ajmal signifies a sharp rejection of "Ajmal type politics", on the otherhand victory marjin of Congress candidate is huge, more than 10 lakhs.Verdict clearly shows that unity of working class, peasantry, women, student, youth, intelligentsia and small and medium sized business owners along with mobilization of dalit, ST, SC, OBC and religious minorities, particularly Muslim is the invincible fortress against corporate and Hindutva RSS-BJP fascist forces. Those forces who had taken appeasement policies to RSS-BJP had faced serious debacle like BSP, Biju Janta Dal and YSRCP. It is also one of the important lesson of the recent election.
CPI (ML) Mass Line, by analyzing concrete conditions of India, not only advanced the slogan "Defeat fascist BJP led NDA", but also gave the slogan "Vote for INDIA bloc". Election verdict proves emphatically correctness of our slogan. But we are fully aware that the struggles we had launched along with various types of anti RSS-BJP forces achieved only partial success.  The task of uprooting fascist RSS-BJP ideologically, politically, economically and culturally is incomplete and unfinished. So it is a serious task before us. In the coming days, we have to continue the task with all seriousness. We have to deepen our struggles to protect, consolidate and expand the core values of the Indian constitution. We have to protect secularism from every attack and will uphold secularism in the true essence - total separation of religion from politics, education and state.
Here one of the important lesson of this verdict is that soft Hindutva is no answer to hard Hindutva of the fascist RSS-BJP. It is the obligatory duty of the party of proletariat to oppose every variety of communalism, particularly Hindu communalism. We will strongly oppose every type of theocratic state, particularly Hindutva Rashtra. As we are communist, not anarchists, we should not be indifferent to political regime of our country.
We are appealing once again to the people of India to carry forward the ongoing struggle against  nexus of corporate  and Hindutva fascist forces to every corner of our country. It is important to take note ofbthe fact that in certain states like Odisha and in some southern states and also in Delhi BJP increased it's influence.
Here we want to mention a very crucial point about Left forces in general and communist revolutionary forces in particular. Election result of the left forces is demanding a serious introspection from them. Similarly, overall attitude of the various CR forces to this crucial and extraordinary election is not in conformity with the dangers posed by fascist RSS-BJP. They should  also revisit  their standpoint, they had taken in the context of the election.
On the one hand, we will maintain our independence and initiative in the struggle against RSS-BJP and its ideology. On the other hand, in the coming days, to save and protect the victory already achieved by the outcome of the election and for further development of already achieved gains, a nationwide mobilization of all the anti RSS-BJP forces is an imperative task before us. We will have to fully prepare ourselves ideologically politically and organizationally for the immediate struggle and also for future struggles for a  free, independent; prosperous, democratic and socialist India.
