1. The NCP (Mashal) has taken the upcoming election to the House of Representatives on March 5 very seriously and exceptionally. If the planned way in which the election is being carried out is successful, there is a danger that American dominance will be established in Nepal, its puppet government will be established, and Nepal will even turn into a battlefield. In fact, the main aspect of the current election is the struggle against American imperialism. Therefore, all leftist, democratic, peace-loving and patriotic forces in Nepal need to take that election seriously, and our main focus in the current election should be on defeating American imperialism. In fact, the current election has become a question of life and death for all Nepalese.

2. The interim government that has been formed in the country is the result of the Gen-Z movement, and the current election is also being held as a result of the Gen-Z movement. But first of all, it needs to be clear about this: how much role does the Gen-Z movement play behind the current government or election, and how much has the conspiracy of American imperialism played behind it? The Gen-Z movement that took place in the second week of September was just. The voice that the Gen-Z youth raised against corruption and the government's ban on social media was both right and just, but the demands they put forward did not include any demands such as the dissolution of the House of Representatives or its new elections. These demands were not put forward by the Gen-Z youth, but were later presented from outside, and they were implemented by the interim government. Thus, if the demand for the dissolution of the parliament and new elections was not Gen-Z's, under whose pressure were these actions taken? That is a serious and thoughtful question.

3. US imperialism tried to use (hijack) Gen-Z's just movement for its imperialist strategy. According to the same strategy of the US, the interim government was formed according to the plan of the so-called Gen-Z element, who claimed to have run or led the Gen-Z movement; the House of Representatives was dissolved and new elections were also announced. Gen-Z refers to young people above the age of 13 and below the age of 28. There are people of that age group in every society, although they are now called Gen-Z, but the people above that age group who are said to have led the Gen-Z movement are not Gen-Z and we have called them the so-called Gen-Z. They tried to use the Gen-Z movement to fulfill the strategy of American imperialism and according to their instructions, the current Prime Minister was appointed, the parliament was dissolved and new elections were announced. America forced the parliament to pass the MCC to include Nepal in its security circle, but that did not reach it. It also wants to pass the SPP in Nepal. It wants to launch a military attack in Tibet to restore the Dalai Lama and use Nepal's land for that and in that case, Nepal will become a battlefield. To do all these things, it wants to establish its puppet government in Nepal. That is why America has started holding elections by dissolving the old parliament and has put forward many candidates of its supporters in the elections. Its candidates have come forward mainly on the basis of the bell election symbol.

4. The main role behind the rebellion that took place in the Nepali Congress on the eve of the elections is also that of American imperialism. It is no longer a secret that the Barbara Foundation is also spending a large amount of money for all such activities and has provided significant financial support to individuals or organizations working in favor of American imperialism. Many people associated with that foundation have also come forward as candidates in the elections. The candidates currently standing on behalf of the NC in Pyuthan are also candidates associated with the Barbara Foundation. Now that the pro-American leadership has been established in the NC, they have nominated people associated with the Barbara Foundation and sent them to Pyuthan. A large number of pastors associated with Christianity have also become candidates in the direct elections. Thus, Nepal has been very seriously trapped in the all-round siege and maze of America, and the elections that began this month have become the main means for that. Therefore, we have clearly stated that the main aspect of the current election is the struggle against American imperialism, and it has become a national necessity for the entire Nepali people to focus their attention on defeating all the candidates who have stood up for it and thus thwarting that American conspiracy.

5. The US has simultaneously put forward candidates for the post of Prime Minister from the so-called Gen-Z or NC ‘rebel’ faction. In this way, the US’s aim behind putting forward different people as Prime Minister is to make one or the other the Prime Minister and to make the leader of the opposition party as well as the Prime Minister a person who is in favor of it. In this way, the US is trying to maintain its control over both the ruling and opposition parties. In the context of Nepal, it seems that the US has given high priority to the policy of using Nepal for ‘free Tibet’. During the Gen-Z movement, the pro-‘free Tibet’ forces also played a major role. As soon as the current interim government was formed, the Dalai Lama sent his best wishes to the interim government and the Dalai Lama’s representative was welcomed with state honors in Kathmandu. Preparations are underway to grant Nepalese citizenship to a large number of Tibetans. From all this, there is no doubt that the US is working in a planned manner to make Nepal a battlefield to attack Tibet and restore the Dalai Lama. How much loss of life and property will Nepal suffer from this? Anyone can easily guess that. To thwart such a conspiracy of the US, it has become a national necessity to defeat all those who have come forward under the bell party, any other election symbol, or even those who have become candidates on behalf of the Barbara Foundation.

6. Although the old ruling multi-party parties served US imperialism by passing the MCC, they were unable to work effectively in favor of the US strategy, did not accept the SPP, and did not openly stand in favor of an 'independent Tibet' by continuously supporting the 'One China' policy, and therefore they became unacceptable to the US and the US adopted a policy of displacing them. Earlier, the Gen-Z's did not have any demands such as the dissolution of the old government or the dissolution of the parliament, but under the direction of the US, the so-called Gen-Z's played a major role in removing all the leaders of the old parties or their governments that the US rejected. Their aim was to displace all of them and seize power and thus serve US imperialism effectively. In that context, it is also noteworthy that the corrupt, irresponsible and anti-people policies and activities adopted by various governments since the advent of the multi-party system have created an atmosphere of widespread dissatisfaction and despair among the people. On the one hand, this has helped the monarchists to prepare public opinion in favor of monarchy and autocratic rule, and on the other hand, it has helped American imperialism to openly enter Nepal's politics and establish its puppet government. Therefore, we need to make full efforts to defeat the candidates of the political forces responsible for increasing corruption and misrule by reaching the government. In the same way, corruption and misrule will end in the country and sustainable development of the country can take place.

7. During the elections, American imperialism, as well as Indian imperialism or European imperialist powers, are also increasing various types of interference in Nepal. They, along with various NGOs, INGOs, regionalist or casteist organizations run by the imperialist powers of Nepal, are also trying to use the elections in favor of their vested interests. In that context, we also need to pay special attention to the efforts being made by the monarchists to take the country in the direction of regression. On the one hand, by allying with American imperialism and the hardline Hindu forces in India, and on the other hand, by exploiting the discontent and disappointment created by the corrupt and irresponsible activities of the old parties, they are trying to restore the monarchy or the absolute rule of the king. Their main emphasis is on changing the system, but that means abolishing the republic and restoring the absolute monarchy. They are talking about establishing a legal monarchy, but once the ruling class, which has a history of abolishing the legal monarchy in Nepal and establishing an absolute rule, comes to power, there is no doubt that the absolute rule or the old type of Panchayat rule will be directly established. Therefore, we must also fight uncompromisingly against the various imperialist or reactionary efforts that have begun to come forward through the medium of elections and try to thwart them.

8. Populism has now become a serious problem for the whole world and such thinking is becoming widespread in Nepal as well. On the basis of populism, various types of reactionary forces are seizing power. American imperialism spreads it in a planned manner, especially through social media and the media. There are many examples in the world where it has tried to raise the Gen-Z movement in various countries, overthrow the government in that way or form its puppet government there. America adopted the same method in Nepal as well and by hijacking the Gen-Z movement that took to the streets to fulfill its just demands, it tried to fulfill its imperialist strategy or form a puppet government in Nepal as well. Now, America is also making a planned effort to fulfill the same objective through elections. In fact, populism is a negative type of thinking that arises in the people on the basis of various types of dissatisfaction, disappointment or frustration. That type of thinking is not based on any principle, correct policy, program or political line. Therefore, imperialist or reactionary forces easily use it in favor of their vested interests and it also has many serious far-reaching consequences. In the case of not being trained on the basis of correct principles or political lines, young students or in the current language, Gen-Z's are also easily used by domestic or foreign reactionary forces. The same happened in many countries of the world and the same happened in Nepal. In the political history of Nepal, there is a glorious history of young students of Nepal fighting important struggles against the Rana regime, Panchayat autocratic rule, monarchy or even foreign interference and encroachment, but if they are not initiated by correct principles, policies, programs or political lines, any domestic or foreign force can use them. The result of this was that American imperialism easily hijacked the Gen-Z movement of Nepal and now the monarchists are claiming that the Gen-Z's are on their side. The extent to which such infiltration has become widespread among the youth of Nepal is evident from the fact that the US Embassy in Nepal has organized thousands of Nepalese under the Youth Council, and that there are now candidates for the House of Representatives and the Prime Ministerial candidate and the Prime Ministerial candidate on behalf of the bell. This is no less ironic, as the Nepali people are welcoming such people in large numbers. Needless to say, behind this is not the right kind of public awareness, but a toxic, contaminated mentality like populism. Monarchists are also claiming that a large number of Gen-Z's are in favor of their revivalist political line. Such a claim against Gen-Z's is to stigmatize young students or Gen-Z's who have a glorious history of opposing all kinds of autocratic rule, monarchy, or the country's nationalism and independence.

9. Nepal's electoral system has become extremely corrupt. The result is that vote buying and selling is very common in elections. Due to such corrupt nature of elections, not only corrupt elements, but also some criminals and smugglers who have no political principles, policies and programs or any background in public service, dare to win elections, and some achieve such success with the power of money. Due to the backwardness or populist thinking of the people, various types of wrong elements also win elections and they even succeed in reaching high positions in the government. The result of this is that despite repeated elections, corruption and misrule do not end and the development of the country is hampered. To break such a tradition, all types of corruption in elections must be stopped, and the most important role for that is and should be played by the people. When the people reject the parties or candidates who come to buy votes with money, then the elections will be free and fair, and only the parties or candidates with the right political programs or clean political backgrounds will win the elections and that type of government will be formed, and only then will corruption and misrule end and the country will develop.

10. During elections, many people try to win elections by forming new parties, raising slogans against corruption and misrule, or sharing attractive dreams. In that context, they are also campaigning a lot that the party or government should now be led by the new, not the old. Such propaganda tends to attract more people or the new generation who are dissatisfied and disappointed with the corruption and misrule of the old parties, but such thinking is immature and short-sighted. In fact, it is not based on who is old and who is new, but whose principles, policies, programs, or political background are spotless? A party or candidate should be supported only after evaluating that. The political history of the country shows that some old parties or leaders have also served the country and the people without committing any kind of corruption. In that context, the National People's Front (NPF) and its chairman, Comrade Chitra Bahadur KC, can be taken as an example. The NPF is an old party and its leader, Comrade KC is also a very old and elderly leader, but when evaluating his entire political background, it is well known that he is not involved in any kind of corruption and is a leader with a spotless image. On the other hand, there are many examples of large-scale corruption by some new parties or leaders, such as large-scale corruption in the cooperative sector. In addition, which party or candidate is right, what kind of political background or history does a party or candidate have? It should be evaluated based on that. How right or wrong a party or leader is, is not based on the speeches made by someone, but only after he has gone through long behavior and tests. Trusting someone without such a test can be a big betrayal in front of the country and the people. This is the result of populist thinking, some new and unqualified people who are even contenders for the post of Prime Minister have succeeded in gathering a large crowd of people and just wave their hands and try to cover up their incompetence. The way a large crowd comes forward to welcome such people, it shows the populism that has taken root deeply in the Nepali people. How much misfortune will it be for that country if such people come to power? No one can easily guess that, or if we are not aware of it now, we will know that from the consequences that will occur in the future, but if correct public awareness about it can be developed now in the broad interest of the country, the country can avoid future accidents.

11. We have been making it clear from the beginning that federalism is not suitable for Nepal, that it will lead to political fragmentation and regional and ethnic hatred in the country, and that the development of the country will be greatly hampered. The huge amount of money that has been spent on federalism or its provincial structure is an unnecessary financial burden for the country. As soon as federalism is abolished, education and health can be made free to a high level with the unnecessary financial amount being spent on it. The budget of local municipalities can be increased and it will help the development of the country a lot. Therefore, our party has been emphasizing the need to abolish federalism and establish a unitary system based on democratic decentralization and local autonomy from the very beginning. The monarchists have been insisting on abolishing federalism or the territorial structure, but in doing so they will establish the old type of autocratic rule or a feudal and centralized type of unitary system in place of federalism. Therefore, we also oppose that type of unitary system.

12. After talking about defeating the candidates of the parties that support American imperialism on the one hand and those responsible for corruption and misrule on the other, this question also comes before us: What is the alternative to that? The alternative is that only a political force that has never been involved in any way with the imperialist strategy towards Nepal and all kinds of corruption and misrule can provide the right alternative for the country. A party should be evaluated and opposed or supported based on the background of the party's behavior, not on the basis of what kind of propaganda it makes. In Nepal, the NPF is such a party that has never done anything wrong by following any imperialist power and has always fought firmly for the country's nationality and sovereignty. On the other hand, its leaders or cadres have a glorious history of never committing any financial embezzlement or corruption even when they reached high positions in the government or were elected as members of parliament. In the same way, they have not committed any kind of corruption even when they were elected to local bodies. "Only such a party can be the right option for the country and only by voting for the candidates of such a party and making them victorious will the country's nationality and sovereignty be protected, corruption will be put to an end, and the country's sustainable development will be helped. Therefore, the NCP (Mashal) appeals to the entire people to vote for the direct or proportional candidates of the NPF."

13. From what is written above, it should not be concluded that the parliamentary system would eliminate all kinds of corruption and misrule, pave the way for development, and serve the people in the best possible way. Overall, the parliamentary system is a reactionary system; therefore, our struggle should be directed toward replacing it with a new democratic system. However, it will take a long time to achieve that goal. In spite of this, as part of our strategy, we should adopt a tactical line to achieve maximum benefits for the people and pave the way toward the long-term goal of a new democratic revolution. The current system that exists in Nepal—republicanism, secularism, and the multi-party system—was achieved after a prolonged democratic movement and the great sacrifices on the part of people. Royalist forces have been trying in a planned and organized way for decades to abolish the present system in Nepal—republicanism, secularism, and the multi-party system. Therefore, while fighting to achieve the goal of a new democratic revolution, we should not loosen even the slightest effort to safeguard the democratic achievements gained through nearly a century-long movement by the leftist and democratic forces of Nepal. Only such a correct tactical line will prepare the ground and foundation for our long-term strategy and secure the achievement got by the movement of people.
